I don't think there can be any resolution, the mother is blinded by grief (and possibly love) towards Indou's mother, and cannot move past it, going to far as to make Indou into her mother.

These are Kikyou's thoughts about Shinobu so it should be:

Following with page 17 as you wrote: "She's really grown up now."
