Honestly if she told her family that her brother's friend was inappropriately touching her when she was a first year in middle school that would solve the issue right there but I doubt that happens after all these years. And who knows what else Rin did back then; the flashback time skipped and we know Ruka got her ideas of sex friends from there. Girl is already a problem and now she looks like a psycho as well.

I think "Bell" (real name, Rin) is the older friend of Ruka's brother who took advantage of Ruka when she was a first year middle school girl (chapter 19), so I don't see any potential for a triangle at all and based on her past behavior I think she could definitely have malicious intentions. What she did back then was already too much.
