His clone is a clone of his younger self, during which time he used to be a male lolita. As he (the real Shaohei) is older now he doesn't feel like he can pull it off, but the girls are telling him he doesn't necessarily have to throw away his feminine side simply because he feels he's "outgrown" it.

For anyone else wondering there is a roughly 4 year time gap between the present day and the past.
Kudou was 30 and his love interest was 2 years older (32), the ages are both mentioned when he first got the agency in Kowloon.
Earlier in the manga it was established that she was 32.
Timeline is something like this.
-4 Kudou is transferred to Kowloon.
-3 Kowloon is demolished. Original Reiko commits suicide.
-0.5 Yomei runs away to Kowloon.
0 Start of the manga.

Originals are 4 years older than doubles.
