Based on my own experience, sometimes yes, especially when my lil' bros were younger than 6-7 years old (so basically during their toddler and kindergarten years).
after that they became self-conscious and cringe whenever I tried to dote or act cutesy to them.
but I like cute kids, so I usually still tease them and pinch their cheeks for long time after that
