Adding to @MegumemePoi ‘s comment, the system assists people with their spell weaving. Without it, one would need to do everything themselves from formulating a spell, manipulating inner mana, adjusting mana output, etc. She has some grasp, but not all of it.

Her powers were the result of being in the system (what gives stats and skills). After eating the bomb on the flying saucer she ascended and is no longer part of the system, however she can no longer use the powers it provided her, making her physically weaker than an average human. Basically she was heavily weakened but no longer has a level cap sorta thing.
