Yeah shiro is there against her will. From what I remember the maid was actually one of the gods above D there to keep an eye on her. but it is kind of likely that I am misremembering the epilogue of 16. as for extra volumes there are 'fanbooks' of sorts but I haven't read them.

Never was said, that maid dragon above D in status. From their conversation they seems more or less equal in status, and have kinda similar to Shiro/demon king relationship, so there was no reason to fight then maid take her back for work.

No she isn't on top which is why she is gone for a while in the later books because she is being punished by the gods above her.

There are no gods above her, just the ones of equal ranking. D is part of the absolute top Gods, but she isnt the only one at that level. Why she can be dragged back is mostly because she is lazy in more ways than you think, because she is lazy to work but also too lazy to seriously fight gods equal to her. Its easier doing her job a bit and watch on the side until she can play hookie again and laze around. Also the god who drags her back seems to have a rather friend like relationship to her.
