Not at all, Mona is a complex and realistic character who is undergoing character growth. She loves Medaka for who he is, not because of what he looks like. Asahi is just a teenager in puberty who thinks kindness = love. Common mistakeAsahi deserves literally everything more than Mona, really sucks to see someone with strong pure feelings getting beat out by someone who was selfish and completely disruptive most of the manga. An ending where the MC becomes a monk is better than mona getting him.

No, she WAS an attention seeker, then fell in love, and now she only cares about his attention. She started interacting with him because she was attention seeking, and falling in love with him was SEPARATE. now she is no longer an attention seeker, its actually quite simple. nothing toxic about it.I don't recall hating nor shipping
When I ship characters (which is rare) I'm very obvious about it and don't argue "who is the better"
Anyway I forgot about this manga but after backreading a bit,
This was purely objective, and objectively her "love" is born from wanting his attention because she got everyone else's attention except his, you can even say love isn't developed for most teenagers yet and is basically a gamble whether the love turns out to be love or not. (Not saying this can't happen for adults, just more common the younger you go)
Of course this is a manga and everyone will get their happy ever afters but that doesn't erase the fact her "love" did indeed come from being an attention seeker, and objectively if this was real life it would probably be quite toxic.
