I think i figured it out, so the scam is as follows
They lure in desperate families in need of elderly care, and convince them of putting their family in the nursing home
From there onward they offer the elderly different care packages with increases in cost, until they start acquiring debt with the care home
In order to pay the debt then the family has to lease out their family home located in rural land
The agricultural development company buys the land for cheap and then resells it to investors under the pretext of an agricultural development project
That's the basic scam, when it can get more complicated is if tge investors are also made out of the people scammed out if their land, after getting debt from the nursing home, and leasing their land, they are baited a third time into investing into the aquaculture project under the premise that it will make enough money to mot just clear their debt, buy back their land, but also turn things around and even make a profit
Of course the end result is entire families ending up being scammed 3 different ways, building debt with the nursing home, losing their land to pay the debt and join the agricultural project, and then being cleaned out clear out of what little else they may have left with the final aquaculture investing scam
