10 cm would be way to small. Perhaps they just number the pot sizes, or that they, for some godforsaken reason, measure pots in inches? 25cm is on the small side, but doable.

Inches seem somewhat unlikely as Japan would have never needed to import something like flower pots historically, especially from the USA or the British empire. I reckon these days they would import them from cheaper labour countries, but it would be all in metric. Flower pots would be an old "invention", so maybe the Japanese still measure them traditionally in their own traditional units. Checking Wikipedia, it might be the "sun", 1/10 of the base unit of "shaku". 10 sun would be about 30cm.
