In this case it was not the paparazzi at fault. The actor dude set her up and most likely hired photographers to catch the perfect photo, all just to help his career as it attaches him to an up-and-coming actress. What a skumbag! Hope her manager tells the sleezy manager to piss off.

This doesn't make much sense. Japan has incredibly strong defamation laws and having the agency and actress attest to it affecting both their personal and business lives would not only have the article shut down with monetary compensation but also have anyone related to it including higher ups who green lit it being fired.

The laws are so strong that they've been used in circumstances like this even when it was true.

Because they aren’t really defaming here. It’s an article with uncertainty. Japan also has a lot of grey area around defamation laws so this works just perfectly for them.
