Not waffling while the enemy does their transformation or summons their super-weapon.

Ever watch GITS:SAC? Ever see how they plan a mission? Try to do it? Unexpected interrupts happen? Then they adapt?
Now compare and contrast this dufus of an MC wanting to "not stand out" and fighting like a WWE wrestler on Showtime.

There can be drama without your character picking up the "idiot ball".

Which part of the premise made you think MC is clever or professional? He even said he's bad at studying.
Main cast of GitS are professionals, very different from fantasy heroes or neighborhood watch of this manga's hunters. Professionalism generally doesn't work well in settings where one can greatly increase one's personal power by seeking challenges.

The fact he was a professional killer (maybe not soldier, but unquestionably a killer) in the first isekaied world.

If he's been in fierce battles with the death -- engaging demons as brutal as the "darkness" that nearly killed his sword instructor -- he should have learned the battlefield common sense of "killing threats immediately" and "double-tapping". The whole setup in the flashback chapters was how that world disabused the humanity out of him.

And this isn't even fiction, or a stretch to suspend disbelief. Many wars have shown massive overkill of high-value targets. Even up to and including targeting EMT rescuers who came in later to "rescue" injured. (GWOT Apache guncam leak.) Or putting ordinance in already clearly downed soldiers/vehicles merely because they MIGHT still be active or a threat. (Ukraine/WWII.)

Point is: frontline soldiers err on the side of brutality. Not standing around faffing about. Characterization of MC beggars belief.

• Either he's a 'sensitive reluctant novice hero'; or a 'war torn shell shocked veteran'.
• Saving his family from a car crash ambush with a flick of the wrist; racing into portals to rescue the hopeless.
• Or standing around while a demon collaborator summons an invasion murdering thousands; having wangst about "taking a life".
• Author needs to pick one or the other and stick with it.

I agree with you about the "after school club" framing of hunters. But I argue that's a symptom author did a bad job at logically sustainable worldbuilding. If giant black portals to the void with a 20% murder-death-kill rate appeared randomly in the streets, it would be martial law, and mandatory conscription and (medieval?) arms training in a heartbeat. Not idols and celebrity feeds.

Concluding: compare and contrast "Okami wa Nemuranai" (the WN or Manga) and its worldbuilding to this one. I have very high literary standards in that regard.

On the contrary. Soldiers are not assassins. They do not have the luxury to put an extra round or sword stab into every enemy during battle. A soldier neutralizes a threat, and switches to the next one. Because there is always a next one.
Battlefields are full of wounded soldiers when the battle is over, with 3-4 times as many wounded as dead being considered the norm.

There is a reason why Ukraine is losing. They are just a bunch of bullies who only shoot those who can't shoot back. And then they're left without any ammo to fight real battles.

Speaking of Ukraine, there is another angle that is worth looking at. Ukraine is financed from outside the country, and they can afford conscription and sending a large part of their population to the front lines. Russia has to fight with its own money, and needs people to work the economy.
Well, the setting of this manga is the same. Every country is affected by suddenly appearing monsters, so they still need a working economy to keep people fed and keep communications and transport working. They can't afford to just teach everybody martial arts and magic.
Note that incidents happen around MC with much higher frequency than normal for the setting. Which is probably the snake guy's fault. For example, a single Black Gate incident at school is enough to get the school closed down and the students redistributed to other schools. And the school was working fine until the MC got there. Which is why rapid-response teams of hunters are more practical than teaching everyone some serious fighting.

Finally, keep in mind that in fantasy worlds, personal power grows linearly, or even exponentially, with talent and training. Unlike the real world, where a martial artist has trouble fighting off three hooligans. This also tends to shift the balance towards elite units.

It's his fault for taking a wishy-washy path. That encouraged "bad people" to enter his life looking to shift his path to their advantage. it's a direct relationship to or from real life too. If someone is flashy rich and walks into a slum at night, then "bad people" will enter that person's life. Takeru is much the same way as he has not assigned his loyalty to any one cause, therefore, this gives incentive to "bad people" to enter Takeru's life in order to find opportunities to make use of him.
