Main cast of GitS are professionals, very different from fantasy heroes or neighborhood watch of this manga's hunters.
On the contrary. Soldiers are not assassins. They do not have the luxury to put an extra round or sword stab into every enemy during battle. A soldier neutralizes a threat, and switches to the next one. Because there is always a next one.The fact he was a professional killer (maybe not soldier, but unquestionably a killer) in the first isekaied world.
If he's been in fierce battles with the death -- engaging demons as brutal as the "darkness" that nearly killed his sword instructor -- he should have learned the battlefield common sense of "killing threats immediately" and "double-tapping". The whole setup in the flashback chapters was how that world disabused the humanity out of him.

It's his fault for taking a wishy-washy path. That encouraged "bad people" to enter his life looking to shift his path to their advantage. it's a direct relationship to or from real life too. If someone is flashy rich and walks into a slum at night, then "bad people" will enter that person's life. Takeru is much the same way as he has not assigned his loyalty to any one cause, therefore, this gives incentive to "bad people" to enter Takeru's life in order to find opportunities to make use of him.Welp, there goes Takeru's peaceful life.
