Okay so thinking back to how Phos obtained their power to talk to the flesh of humanity in the ocean (by being eaten by the snail)-- the minerals we see here could just be the ones phos had collected over time. You have the arms, which is a mix of two different alloys I believe. Gold and Platinum to be specific (would have to double check).
Their legs from the ocean.
Head from Lapis.
Artificial Pearl eye from the moon.
And then you have mercury from cinnabar.
If we assume all previous parts were present up until now, it makes sense why Phos references that they are the 'humanity left behind'. They couldn't prey away their inclusions, or minerals under their '7 treasures', hence they alone remain. The last stain of humanity.
If you re-read the first winter chapters, the ice floes can speak, but to most it's just unintelligible. So maybe the inclusions phos has, could speak all along? Would certainly explain the Lapis visions. Now that all of humanity was removed besides their own legacy, it could be that due to the lack of overwhelming presence of humanity everywhere the smaller voices of the rocks and uncut, unrefined gems can speak now. Or, more accurately, they can be heard now.
It also works for the same reason why the eye sticks out above the rest. It was man-made, artificial. 'Perfect' by design, the perfection being it's flaw amongst all these other naturally forming gems. And only humanity could make such a thing. No wonder the eye is acting as symbolism for the last of humanity when it's a human invention.
