His statement of handing it over has been done in real life. And even for online sites related to anime/manga. For example, when BakaBT was casually run by Box, it was named Boxtorrents. It was a good site even if a little casual on site maintenance. And some real jerks demanded the entire website be handed over to them because they could run it better than Box could. So such arrogantness and vicious attitudes exist in the anime/manga community as well, and not just with this story's merchant.
