The MC cheated by using a Power Leveling exploit in the Tutorial area, so she gave douchebag early access to the update area to create a power check on the MC and prevent him from gaining too much power before the update goes live.

Also it's not a real goddess, it's the AI monitoring the game.

It's not even in an interesting way either, his desires are pretty basic and his execution isn't interesting. We even see what he's chatting about at his secret meetings.

It wasn't even the AI that gave him the key but the rank 1 player weirdo. Im surprised that there's still this many people reading this shit at this point.
Edit: Just finished the chapter now and this panel doesn't even make sense it was clearly shown in early chapters that the rank 1 player was the one that gave him the key wth.
