You can give someone a high rank and still send them on missions that may take an extremely long time to complete. Lots of times, the rank simply means a high paying job. Just because they have a high rank doesn't automatically mean they have an entire army to manage, you can have as many generals and admirals to take care of things if you know how to manage your army.
