Pannier (バ二エ) is some kind of frilly skirt like these. Though, in English Wikipedia here it's only refer to some kind of aristocrat dress. So, maybe Pannier is brand name or what, I don't know.

6. Rin slurping that broth and start tasting that, then she start slurping the noodle, she noticed that a hair strayed to her mouth, she ties her hair and continue eating
7. she continue eating and people around her watch her enjoying the ramen, she slurping the remaining broth all in one slurping
8. "ha!" Rin finished her food, people commented: "so good that you eat a lot", "even a child can eat that many ramen", Rin surprised, then she leave that shop while embarassed, Rin after she leave: "so delicious", "should I come again?", "no!no! no! this is only this time", "I only strife for lolita eating"

other than the mess (lolita stuff is hella expensive) i guess it's just a 'presentation' kinda thing since ppl don't associate lolitas going to ramen shops or bbq places/izakayas but you'd think the point of dressing up in these kinda stuff is specifically because you don't give AF about how ppl perceive you (but i would def try to change out if it or have some kinda large bib/napkin), so basically "That's not lady like" taking up a notch or whatever
