There are two series this one reminds me of. Most notably, Kumika no Mikaku, because of the main premise of a heroine who likes to eat, and another male protagonist that enjoys dining with her. The other, less so, is The Cute Girl I Saw at the Train Station, though that was mostly due to the beginning chapters where the main male protag would observe Suzuki indirectly from a distance and make assumptions based on those observations. Cute Girl/Train Station has no romance though, and the male protagonist actually recognizes IRL brands(no lust for "young girls" or some such, which is a very refreshing take). I kinda hope this series(Lolita Meshi) also does a bit of recognizing of various lolita styles, even if they are fictional ones.

Hello, I wear lolita fashion! Generally it's good to avoid eating while in lolita clothes to prevent staining them, but if it's what you always wear all the time you either have to learn how to eat very carefully or never eat messy things.
As for the hair, it's usually wigs and/or styled extensions! Some really hardcore lolitas do meticulously maintain their hair for it, though. In the case of the main character here, my guess is she curls those pigtails on a regular basis to keep the shape.

LOL yeah i just try not to eat anything like ribs or have anything super fancy when i eat but i can imagine stuff like cons or halloween parties ppl would have fun dressing up and enjoying meals XD; although it would be quite the contrast to see someone participate in one of those eating contests lol
