Looking for an alt-universe military manga (that's on here)

I randomly clicked into a chapter here of what appeared to be a military-themed manga set in a non-fantastic universe around world war 2ish (there might be magic or fantastical elements in-universe, but not in that chapter). The chapter had no military action, just a bunch of semi-bureaucratic discussion behind the scenes of a big post-war diplomatic negotiation. It seemed like this was a big theme of the manga - what's an 'acceptable' peace and an acceptable war - as well as a lot of plotting and betrayal and revenge. Lot of chatting, lot of bitterness, lot of military bureaucracy. I accidentally closed the tab and can't find it by tags no matter how much I try.

Edit: Never mind - you can search for half an hour, but as soon as you give up and ask for help, you end up finding it. Baikoku Kikan.
