Manga in Japan has no specific distinction about content rating like in western countries. They only have below or above 18.
They call both hentai manga and erotic manga as ero manga.
The difference between the lazy black box and the more elaborate light blur for non-hentai is, as I understand it, simply how much effort the publisher is willing to put (or demand the mangaka) into censoring the page for the magazine version. Because the volume versions will have original, uncensored versions.

From what I know, it is mostly due to the digitalization of manga magazines and their sheer number.
So rather than carefully covering the nipples and cleavages, the just slap that black box because it is quicker and easier.
Most digital magazines now publish new chapters three times a week, unlike once a week or two in the past.

Well, because it is not, strictly speaking, a censorship.
It was always the mangaka's intention to draw it like that, so it would appear as is in the volume version.
So, the manga still meets the "under 18" and even "safe magazine" requirements, and there is no "uncensored" version of it.
