@millenialboomer Well, though the anime staff weren't literally swimming in money, it's still incorrect to call it "low budget". The 3D CGI that appeared in almost every episode was actually pretty expensive back then, and also revolutionary in its use. The hand-drawn animation issues were caused by a production process that started very,
very late in schedule (and thus had to crunch their animators, both in Japan and South Korea), and some serious issues in communication between upper management,. the staff and the subcontractor. This kind of problem couldn't be solved by just throwing money at it.
