I figure it's because Xu Ke so far hasn't really displayed great desire for things. In every instance the powers have activated it's been because one of them really wanted something intensely.

Their powers seem mostly to work in relation to each other, Shenxiu being able to tell when she is lying or telling the truth while Ke's teleporting her across the world when she wanted her near.

So it really depends on what they are wanting in relation to the other with what they get.
