@Randomizer i am no electrical engineer but to my knowledge, no it doesnt as ground as it is mostly as a safety measure in case of an electrical fault where exposed metal somehow has gains an electric potential. Such as on the container or heat sinks. If the pokedemon's skin is very conductive then yes it does especially if the trainer wants to touch it.
