It's unlike other manga - in which the setting is a case of accidental exposure - but more like she just doesn't care.

From the reader's perspective, it's kind of like a recurring joke that she cannot make the kill-shot in a manner that doesn't flash her pantsu. The fact that she pays it no mind just makes her seem even more badass.
