Nah, author ran out of ideas, he should just kill them all in an epic shootout and end it there. Like it was relatively normal at the start, now its just trying to replicate average mangas' tropes, while slightly changing them. What's the point of this chapter? Not funny (haha, he was set up again, the civillians got tied up, hah, definitely something new), not interesting, uncreative. Better kill it right now, dont let it suffer.
