I mean, hes not wrong about the lab rat part, but hes kinda getting pissed at the wrong people.

Magical girls were there to deal with the kai threat. But his dream was to allow men to use magic, which had to sacrifice countless innocents and magical girls by experimenting on making stronger kai.
I don't know how much of it is intentional, given how in depth the economy of the world building is. However it's pretty neat that at a glance you can see what capitalism ought and can be used for (rapidly addressing a huge problem) vs what and how it currently is (manufacturing supply and demand to centralize wealth among the wealthy).
Like yeah, he's getting mad the wrong people, but I don't think it was ever in his interest to be right. And that's really interesting to put that type of person as the ultimate big bad
