Nanoha is an S+ rank mage unsealed.
Vivio not in Sankt Kaiser mode has average to below average strength AND magical power when compared to other mages.

There's no reason Nanoha should be losing unless she's holding back.

The more I read, the angrier I get.
Because this is Nanoha clearly not sandbagging in the slightest. And if Vivio wins against an all-out-no-holds-barred Nanoha, even on the flimsiest of technicalities, then all the grueling training, twenty-something years of actual battle experience, surpassing talent and even world-shaking threats like A's and StrikerS will have been overtaken by a fucking middle-schooler with max 3 years of schoolyard gym training.

This is also because of the twenty-something years.
Do not forget that Nanoha's body is basically a walking trainwreck.
Canonically she got stabbed, risked her life several times, overburned her magical capacity.
Not to mention the abuse she made of an un-reliable technology like the cartridges.
She retired as frontline duty and returned as an instructor.

Is only in Force, that with the help of technology she returns as a frontline fighter again.

It's also a doujin, but in Nanoha Betrayers, Vita describes Nanoha's situation after a single starlight breaker as
"Stop being so reckless in using your magic, do you really enjoy waking upcovered in your own bloody vomit every morning?"

Except even as an Instructor, she IS in active combat duty. This is the same rank she held in StrikerS, which we have every indication she holds due to preference, not any inability to perform. Even the post-StrikerS blurb that extolled Subaru as the "Silver Ace" or whatever it was still noted Nanoha as the "Ace of Aces". Yes, they've said multiple times that the untested Blaster technology puts a physical burden on her body, but if she'd been permanently crippled, even slightly, you can bet your bottom dollar Fate, Hayate and all the others who care about her would have brought it up by now. They certainly wouldn't be okay with her using that very same power in an exhibition match. So no, while the years may have taken their toll, there is no way they can sell me on "she's weaker because she's old now", especially after all the big deal they've made about her experience in the early chapters (remember the mock fight in the onsen, canonically less than six months ago? The one where basically all the juniors could do was watch the adults fight over them?) .

What makes it worse is that literally like 2 chapters ago she was training against 3 people who are all stronger than Vivio, at the same time and didn't even break a sweat while they were exhausted. This is supposed to show that despite their various talents and training, they still are completely lacking against someone who has been fighting world class threats since she was 9 years old. We're expected to believe that Vivio, who is weaker than those girls in every single way is capable of putting up a good fight or winning against Nanoha. Seig alone could kill Vivio in like 3 seconds using just a fraction of her true power.
