That's the happy ending, honestly. It's what Utena wants, and it's what the Magical Girls kinda want, too. As far as Villains go, Basser just wants to have fun with the magical girls, no destruction, no world domination, no civilian injuries. Just good, dirty, fun at the expense of the magical girls. If that could continue forever, that's Everyone's happy ending.

I think the author ran out of story, or depth. When they introduced the robot instead of focusing on the cast they already have, I realized that this was it, this is all the depth they're ever going to have.
