i guess they want to make Miyuki out to be incompetent by not being able to meet the head of the family in time. that could lead to some backlash to those that want Miyuki be appointed the next head, at least for the time being, likely giving the other factions time to plan a move against Tatsuya as well. Once Miyuki is appointed the next Leader, likely Tatsuya will become unapproachable just as well, so this marks one of the last (if not actually the last) situations for other factions to stop the "weapon" attached to the next head Miyuki to become officially approved.

or maybe the current head just wants to remove some splinters from the family and as such created such a scenario. we'll see

Because it's obvious that the military don't give a shit about Tatsuya problems. They Just want to use him. The military didn't help him with USNA in Visitor Arc, they didn't help him with the parasites in Steeplechase, and they didn't help him with Zou in Ancient City Insurrection. So why do you think they will help Tatsuya with his Family ?

@screamdoom military make secret agreement with Yotsuba. And Tatsuya will not move if hes aunt Maya not allowed him. Tatsuya has 3 job, 1 is to protect Miyuki, 2 is to obey his aunt order, and 3 is his job at military defense. Yotsuba has duty to eliminate all threat to the nation. Tatsuya is strategic-class and he only move when nation in threat of another country. So Tatsuya job can be determined same as Yotsuba duty. So nothing can disturb Yotsuba decision and military will not help Tatsuya.
