2 reasons :
1. Magician can't marry close blood relatives in fear of their child would be born with Flawed DNA and their magical abilities will regress because of it.
(you know the biology stuff of that in biology class right?)
2. The fear of Yotsuba growing in power without any chain to keep them in check.
If the Head marry other family, that marriage could become a shackles so that they didn't do reckless thing (in several chapter before when Tatsuya talk to maya there's something about this mentioned right)

●And so The Head of Ichimonji and Saegusa cooperate in making Yotsuba New head marriage to be canceled with the Reason no.1 but it all actually just because reason no.2

But as the Maya mentioned in previous chapter, Miyuki is a perfect modified Human. The one and Only, that even if she have a child with Tatsuya it would be OK. Because Miyuki is made for Tatsuya in Literal Sense down to the DNA.
