[Mainsite] Unable to see multiple No Volume covers

I'll be using this title as an example. If you go to the Art tab and deselect "English" so it changes to "Any Locale", only the English cover shows up. You can only see the Japanese cover by selecting "Japanese" and only "Japanese". Selecting both "English" and "Japanese" also makes only one cover (the English one) show up. This bug does not occur if the covers are numbered.

EDIT: The bug seems to occur with multiple No Volume covers under the same locale too (using this title as an example), so I've updated the thread title accordingly.
