Well, yeah. It's a government initiated exam, so the examinees have to do what the government expects of them. I wouldn't call it pointless tho. Now it depends on the many ears how quickly Iruma can get to his next rank.What I meant was that, as Mephisto pointed out, the decision on Iruma's promotion should have been entirely with him. Henry circumvented that authority with an official appeal, blatantly breaking the rules he should uphold (and creating a precedent for future Scalas).
By all means Iruma passed the exam and should have been promoted (we all know that Mephisto's explanation given to the kids is just an excuse; it was Iruma's task to give the Many Ears a shelter and instate a king, both of which he did; if anything he surpassed the expected results by also providing them an alternative means to sustain themselves). It is Henry's job (literally) to deal with the aftermath. However that is not what happened, so if Border patrol can appeal the exam decision (after messing up said exam themselves!) then the exam is pointless.

Iruma is the grandson of one of the three Greats and heavily involved with the Barbatos and Asmodeus families. If his influence isn't enough, then no one's would be.HOWEVER, even though Iruma is starting to establish his influence in the upper echelon, it's not very firm yet. The sixth rank is a pretty serious deal and throwing the kid there to be eaten by sharks is just not a good play at the moment. Iruma might have been strengthening himself, but we were just shown the sheer disparity in power between him and Mephisto. Heck, or even between him and Narnia, Baal and a plethora of other demons.

There are too many (infatuated) demonesses around Iruma for Ameri to be this passive. I enjoy their relationship being built little by little, but she should not take Iruma's attention for granted.
I think Henri is not doing this because promoting Iruma in general would cause opposition and conflict, but rather because of how Narnia is acting and the danger it supposes, he wants to protect Iruma for the time being and rather than invalidating the scala results he is asking Mephisto to postpone them until "the actions of stablishing the many-ears nation give clear results" because then Iruma's promotion can't be as easily objected by Narnia or maybe other high ranking demons. He is rather evading inner conflict among the 13 crowns over Iruma, securing Iruma's promotion even if postponed and protecting Iruma at the same time.Bruh, Henry, tf you doing?
