Like another person noted, giving the Many-ears a central place to live and grow from was fine, but the implication would be they would be under the boots of stronger demons still. Now just localized. What Iruma did was give them Power to be free from the boot. They will have money coming in from these highly valued carrots as well as connections to two Crowns who would want their independence to continue for their own reasons, Mephisto and Amu-chan. Four if one includes Sullivan and Bachiko who would be protective because of all the work Iruma put into the matter.
This means they cannot be squashed like they were in the past, they cannot be ignored and looked down upon by those who have power. Such a change in culture tends to be messy and dangerous if not handled in a careful way. And the demons are naturally inclined towards violence as a possible method to ending conflict, more than humans, so a civil war is a genuinely serious concern.
And outside of the Crowns, remember Iruma is now heavily connected to the Three Hero clans as his actions stopped a civil war between them and the Crowns. Bachiko could get them to move for Iruma, which means an even greater war.
So, Henry is playing the long game, slow the process, let things settle down and watch Iruma's efforts bear genuine fruit. That will decrease the chances of demons joining up against Iruma and lessen the need for Iruma's allies to respond in kind.
And of course, Ameri is the star of the chapter with her lovely attitude and mindset.
