I think the point being made here is that the rest of the mafia aren't all that concerned about Clara's brother actually surviving the ordeal, or have at least come in with the assumption that he would die in the shootout. They'll bring "Clara's brother" back, but whether that's as a corpse or still alive is another thing entirely, if that makes sense.starting on Pg. 25 things go back to being confusing. Specifically, "And this isn't our primary goal," "but grab the merchandise the boss wants." "... what about keeping little brother-kun safe?" As is, the first two parts feel a bit disjoint and disconnected from the preceding dialogue. That could just be down to an strenuous 'And' at the start, making it sound like there's something missing, but the absence of a clear main objective is also part of the problem, since both the cops and the retrieval could conceivably be secondary objectives and the 'and' makes things ambiguous. The other issue is that they talk about "the merchandise the boss wants" and "little brother-kun" as if they're separate things, but I thought "little brother-kun" was the merchandise that Iruma wanted and he certainly seems to be the center piece of the auction.
Edit for clarity cuz I didn't answer the confusion you were having in the first place.
"the merchandise the boss wants" and "little brother-kun" are both the same thing, but Iruma wants him alive. The mafia couldn't care less if they bring back a person or a body, 'keeping him safe' is a secondary, not important objective.
