If I'm remembering things right, now is a matter of whether or not Soujiro has it in him to forgive her and punish the one truly responsible.

I thought one of the earlier chapters established that you need to register a weapon to be able to use it, shouldn't that make the idea of stealing a weapon nonsensical in that world?
Or do they have some method of breaking that registration?
