Her magic is item creation magic, not spell creation. Creating new spell is a big hurdle.

I don't recall anything from this mango at this point, but the title being: "I have infinite mana", I'm sure she can find a way around that. It wouldn't be the first fantasy story to play that gimmick.
Take that elixer-making story, where she figured out: "hey, anything is an elixer if you think about it", and started creating weapons that technically had a vial somewhere.
