@SilverSeagleLive possibly they are going to disarm him first. I suspect that hook he have is used for magic and such. Then there's the matter of prisons in the earlier chapters having magic and such to contain stronger individuals like that female knight. We can also add that there is more people managing the prison but knowing that other factions are at war and will require every manpower they have on the field, but I think this is exclusive only to high security prisons and such.

@GridLite Because that's how it was released in Japan, and LH and every other group that does series with split chapters have probably gotten tired of people complaining about it, and are starting to just save the chapters until the full thing is released.
