No, I think its more about regulation and upkeep a Casino is relatively speaking something that is kinda own by the city its placed in, to a certain extent, I mean Las Vegas absolutely gets hit hard with Business Taxes from Nevada but despite that THEY ARE MUCH SAFE than a backroom gambling hall because it's out in the open and appropriate security and above board practices are performed to ensure that the customer's safety and the business continued operations are ensured, with a Gambling Den you get on a winning steak and the owner can just send some goons to grab you take you to a backroom and 5 days later your stripped body is found in a ditch somewhere.
