Its like RTS. His Administrative powers unlocks more abilities whenever he adds new units, like miners in this case, under his authority. Which in turn allows him to expand his territory with new areas he haven't summon before.

So, he's going to set up a coal mine through his game system and of course it has infinite resources because it was part of the whole RTA element of his game. Basically he's going to make Dona Dona (If I recall his name right) and his mines useless. Incidentally the coal is also going to serve as a great bargaining chip with someone from another country who is in need of resources that aren't the typical magical stones... Also kind of funny to toss people literally into coal mines considering the saying and all. And of course, they're all going to get a great wage for their work. Sasuga Maou, always twenty steps ahead of Tahara.
