Some characters keep saying Rei thinks the world revolves around him, but that's not with any sense of arrogance. It's because he lived his live in isolation, never feeling like he could count on anyone or even ask for anyone's help. He instead felt, from far too early age, that he must keep impressing and pleasing those around him or he will be abandoned. So, he doesn't think the world revolves around him because he'd think he's some destined genius, he's simply been stuck inside his own little cocoon, with neither the need nor courage to have a good look at the outside world. So, yes, he hasn't really had other people, including other shogi players, in his eyes, which might deceptively look like arrogance to those who don't know his circumstances.
