So uh... my medieval ethics knowledge is not fantastic but why can't she refuse the prince's rose? She is publicly knowledge to be married, her husband is literally there, she has told him basically politely to fuck off already, and this guy dares to come offer her a rose in public?! like wtf why can't she refuse, the king should fucking pray that she refuses so the royal family can save some face and not be an embarrasement. What a marries women rejecting a playboy's advances is an insult to the royal family? they should instead be apologizing to the two famous and power counts about their son.

Depending on the type of monarchy, the royal family's power can be vastly different. As an example, for a lot of English history, nobles and the rich had a lot of power, which led to early concessions like a constitutional monarchy. By comparison, in France, there was a period where the king had absolute power that vastly overpowered the nobles' influence.
This seems to be close to a pure monarchy. As far as we can see the king does not have high nobles in his government, and a lot of things are centralized, so the influence of nobles in the country's governance is limited to court (convincing / pleasing the king). And it doesn't look like an absolute monarchy either, or the nobles wouldn't overtly support candidates, going against established rules, they'd try to be lucky and wait for a king to die with only young heirs, so they could become the regent and control things from the shadows.

So all of my previous comment was explaining the context, but I forgot the actual answer: lèse majesté (disrespect of a royal person, especially here a prince) is a severe crime. Depending on the balance of power, even counts could be imprisoned for that crime. Refusing that rose would be humiliating the 2nd prince, hence committing a crime.
