I am kind of wondering the same. At least it broke the alliance between the other two countries. But yeah it does seem like everyone else just strolls on in. Although it doesn't look like the lower countries can stop them if they are from kingdoms higher up in the food chain. They explained how backwater the rebirth country was when they discussed the different halls way back at the beginning. With how low the masters skill sets were.
