It's obviously not just elder Qian. Anyone from any of the Shadow Moon Hall's cities will be paying that astronomical sum to use the gates in all of the cities affected here. Possibly anyone wanting to travel to any of then Shadow Moon Hall's cities would also need to pay it, no matter which sect or family they belong to. It would basically cut the Shadow Moon Hall's cities off from much of the teleport gate grid because nobody would pay such a sum.
