The cave heavens and paradises kept the people of the 3000 worlds ignorant of the ink because they feared people would be attracted by the ink's promise to allow easier level ups. But when the price is becoming a slave without an ability to resist, would it really be so attractive?

Also, the old masters are bloody slow to appear. What do they even count for? I bet they are now in their 20th meeting, still trying to decide what name to give to the possible anti-ink operation in the Black Prison territory. Ents are faster than they are.

Well there's a lot of people who would be willing to be servants to reach 9th rank, a lot of people followed Yang Kai for similar reason. A normal person couldn't imagine just how bad becoming an ink disciple actually is

Aye, a normal person couldn't imagine because the top brass keeps the whole ink thing completely hidden. So, if an ink disciple starts to spread rumours about guaranteed level ups, it sounds like a fantastic offer because nobody knows any better. But if all cultivators were taught that if they accept the offer, they will be slaves without a free will for the rest of their lives, forced to fight the rest of the humanity to death, even their own families. It would make any offers from ink disciples far less attractive. Not only that, but everyone would be looking out for any signs of the ink clan and report suspects to higher-ups.
