In this story, dao is more like a bunch of techniques, so breaking promises and lying doesn't really mean much. Of course even if this was a real cultivation story with deeper dao, it still might not be any guarantee, but sometimes it could be, depending on the cultivator. So, yeah, the territory lord definitely shouldn't trust Yang Kai.
