So the way it seems to breakdown as of now:
Votes for Ren: Konomi, Bell and both civilian ministers
Votes for Kyouka: Varvara and Tenka

Fubuki and Mira seem to both be swing votes that are leaning towards Kyouka with this latest revelation while Yakumo is just a complete wild card so it could come down to her in the end.

Who was the third escapee, I wonder? It wasn't Aoba, since she was never held by the Agency - in fact, we can assume they don't really know about her. Naon claimed that others escaped outside of her own breakout, and there's definitely quite a few Shuuki hybrids in the Hidden Village. There's definitely more to that story that isn't being revealed by them, which seems weird.
