Most of the world allows first cousin marriage, though some restrict specific parallel cousin marriages. Some countries even have something like 60% or so first cousin marriage.

It's not that rare in Japan either, the Japanese Prime Minister Shinzo Abe is married to his cousin. often it's to do with concentrating land and power within families though it isn't exclusively so, and from the genetic perspective the initial first cousin marriage doesn't raise the risk of recessive diseases that high, it's only when you repeat it that the risk rises severely as can be seen from several populations like pakistanis.
