Yeah I stopped reading this after this chap. My previous comment was done mid chap but by the end of the chap I was too angry to continue. This manga feels like that. It's so many chaps and it's still ongoing so it seems the author just plans on not solving anything and instead focus on making the life of both sisters miserable.

Useless male police officer. He might even be an abuser himself, especially with the way he talked down to the female officer like that.
