The fact that so many of the commenters here can't make that connection is making me feel very old.

Well, the original manga series did start in 1988 and run for 25 years until 2014 (so you literally have middle school kids born after it finished its serialization), so don't be surprised if the youngins' here has never heard of it.

Guy wishes for the goddess to be with him right? Well after 20 years of publication (and there would be like...3-5 more) they finally reveal WHY no progress happened at all. see chapter 285.
Simply put they neutered the guy. The Gods didn't want him to be with her, they completely suppressed his lust.

And Belldandy KNEW, she knew all along.

So what happened after that? Well that suppression was removed and.....nothing changed, no new progress, his behaviour didn't change at all, Belldandy who had been hiding the truth all along felt guilty while the protagonist.....felt like she was being dumb for feeling guilty, that she had no blame, so their relationship from that point when the lust was returned to normal to the end, REMAINED THE SAME.
To further twist the knife, they are shown a flashback of a guy (forgot the details) meeting and living with a goddess and they even have sex together (shown in one panel, with their shadows).

Eh, did you remember what happened from 285 onwards until the end of the series (308)? The last 23 chapters went by fairly quickly.

Yeah, she knew. But she also knew that she'll have to walk the same path as Hild (Urd's mom) then pass through the gates of judgment with Keiichi. It's her way of stalling for time to make sure he's truly ready. It’s not that the gods forbid the relationship, it’s that they want the couples to be tested before they will allow further progress.

So everything from 285 onwards was supposed to happen all in the span of maybe a single day (the whole thing wae like a temporal bubble) and consists of 3 trials:

a) The Interspecies Intimacy Inquisition (which involves Anzuz (Skuld's mom) as their judge...)

b) The Gate of Judgement (Keichii meets indirectly through Gate Tyr the almighty...aka Belldandy's dad/Anzuz’s husband/Hild’s ex and the ultimate father-in-law)

c) Them rushing back out to the human realm before the gate closes (Peorth and Lind sabotaging the gate to keep it open)

The goddess of the lake that lived (and got busy) with the human (the wandering minstrel) was part of the interspecies intimacy trial for both Belldandy and Keiichi. They experienced the minstrel's lifetime together with the goddess of the lake and seeing its aftermath, confront human mortality.
After the minstrel’s passing the goddess tried to escape her confines of the lake to see the blue ocean of the minstrel's songs, and as punishment she was sealed away by Tyr, sinking into despair. Even with the experience our couple chose the momentary happiness of the life ahead rather than the sadness of being apart. For this commitment they passed the trial.

The Gate of judgment trial wae given by Tyr to see if he's truly worthy of Belldandy. He was given 3 chances to run a winding cliffside course in his BMW motorcyle where he experienced visions of death. He screwed up the first 2 tries but on the 3rd, the goddess of the lake escaped her confinement thanks to hearing Belldandy and Keiichi's commitment to each other. This gave her hope to break out - then she changed the course to be winding grassy hills, and considering our boy's experience as a Touge bike racer, well, he managed to impress the father-in-law so he got the pass.

As for the 3rd? Well, that's the last chaotic sci-fi broom ride of the series complete with the wedding ceremony at the end, so the entire thing was Kosuke Fujishima speedrunning the ending. Keiichi wasn't even given the chance to change anything as he was too busy dealing with the trials. It wasn’t a bad ending but we never got to see some lovey dovey slice-of-life from the end of that series. Its partial sequel (our job-hunting goddess) did not feature our boy - pretty sure the fans from the series want to see some progress after 25 years.

Eh, pretty sure most people back then stan the series for the “more wholesome than Masamune Shirow” robo-girl/nouveau art-like aesthetic anyways.
