I thought they stopped issuing foodstamps as bills and its on cards now?

The food stamp program became SNAP (Supplemental Nutrition Assistance Program). Yes they issue a card similar to a debit/credit card that are used to redeem benefits. People still refer to the SNAP program as food stamps despite stamps no longer being used.
