I mean lets be real here, he IS the bad guy and everybody knows it.
And while he was in his full right to defend himself after the thugs were called on him, before that he was still the aggressor, as a cop thats a big no no.
Regardless of her personal grudge and who´s to blame, she still fucked up for escalating a issue and did not even bother bringing in the victim for questioning.
so yeah it's basically a problem of an awful cop escalating the problem and a slightly less bad cop blowing it even more out of proportions out of personal grievances and a failure to do her job properly.
